I'm sure it was done with Putin's knowledge and support. As far as the Kremlin is concerned, this is strictly an internal discipline issue for them. The fact the sentence was carried out in a foreign capital is irrelevant.
If the man they wanted to eliminate had been a foreign national, it would have looked like a mugging or an auto accident.
