Before Bush declared the VSE in 2004, almost every robotic planetary
mission scientist interviewed either said that manned missions were not
the way to go to explore Mars, or that they would be too expensive.

Perhaps they realized that like with Apollo they better jump on the
bandwagon if they eventually want to get any science and rocks back
from the Red Planet and elsewhere.
