I think it has to do with how/why you come to libertarianism.

If you come to it because of a philosophical preference for less government intrusion in citizens' lives you will tend to use that philosophy in all of your policy preferences. If you come to it because you fear/hate that others are messing with you then you will tend to support an American iron curtain to keep the others out.
