Connectivity is back up to around 25% of pre-quake levels
That's useable. Right after, it was at the sub-1% level. Very difficult!
There has been an extra delay, one of the cable-fixing ships sprung a leak or broke a fingernail or something and had to go into dock for a week's repairs itself.
