In heavy traffic areas, spread used motor oil around. It penetrates the surface, and "fixes" the fine particles into a larger "mat" which is well-nigh dust free.
In less heavily travelled areas, sprinkle water. That is used extensively in construction, and does a great job of temporarily keeping dust down. And can work to even long effect if the dust turns into clods and sheets.
Simple. And comes from a tradition of great thinkers.
Will Rogers had a solution to the German U-boat problem in WW I. He suggested heating the oceans, and the boats would have to come up to cool off.
When asked how that heating might be accomplished, he replied that he was the grand thinker and left the details to others.
