As in backing out of a disastrous plan?
You can call that defeat.

The plan was to depose Sadam.
We did that.
Put him on trial.
Hung him.
He's dead.
We looked for WMDs.
There were none.

If we don't get out now, there's another 100% chance of this escalating into a world war. Which is better?
