What a great idea. Instead of just paying through the nose for the politicians pork, you get to choose which programs to fund individually. That way its the people not the elected representatives that decide the budget. Its an interesting idea that could use some real fleshing out. If nothing else it would make for an interesting premise in a work of fiction.
