MGM-140A vs. Skybolt/IRBM/ICMB

Compare ceiling performance:
* MGM-140A: >50 km (upper stratosphere, stratopause)
* AGM-48 Skybolt: 480+ km (upper thermosphere, higher than the International Space Station, "space")

A missile with a ballistic trajectory more like Skybolt's or an IRBM, and certainly an ICBM, would more likely raise alarms over a wider area.
