How about this.
Since you have a problem with using a weapon that could hit a target in under 10 minutes from 1,000 miles away. How about adapt the AIM-54 Phoenix missile for ground attack use? It has mach 5 speed, a range of over 100 miles, and carries a 500 lb warhead. It's not as fast or far reaching as the skybolt, but would still provide a rapid strike capability. Global Hawks could be modified to carry and launch them.
