As the article you linked to explained specifically, and in plain English, Boeing was fined for using a gyro chip in commercial airplanes, many of which are sold to other nations, that had military applications. The risk is that the chip would become easily available overseas to people who shouldn't have one.
This kind of issue crops up all the time with exporting electronics and avionics.
