Even someone without a PC bone in their body would probably consider the stereotypes in this particular cartoon over the top. But it was well done, wasn't it?
Many of the cartoons of the time, including those not censored, had a lot of jokes related to rationing. I have a number of these on some Tex Avery tapes that I treasure (for some unknown reason they haven't made it to DVD yet).
