A fund should be setup for this.
Groups such as TPS, NSS, Mars Society, etc should ask for a formal demonstration of the technology by Dr. Bussard. If it does what he says, then these groups should begin a fundraising campaign to bring it to fruition. I'd be happy to donate what I can if it's proven to work.
