Is there any doubt the Pueblo was as pure as the driven slush?
I knew some of the folk who were pushing into China during those years, and heard of more and varied activities. By air they'd go as far in as they could, recording what radars lit up and where they were, and then would time the turning around as the Chinese scrambled.
The screaming when they shot one down sounded just like the pious protestations regarding the Pueblo. Some of 'em came down in international waters, but they hadn't been there long.
Frankly, I was sure the Pueblo was as close as possible, don't know if they got inside territorial waters. If they did, a hot pursuit may not have caught them until they were in international seas.
Just curious.
