The surge is in fact 4 years late
Had that arrogant prick Rumsfeld not overruled his generals before the war there would have been enough force on the ground to bring order right after the invasion. The "surge" is a belated effort, years late, to do what should have been done all along. Maybe it will work belatedly, maybe not. There are good signs and bad ones. Regardless, it was a horrible policy by Rumsfeld and Bush, and history will judge them very poorly for it.
