Yep, I was missing a major stage trick.
Checked some other photos and videos. Small critters have people inside, and large ones have a wheeled truck underneath supporting them. I can see them if I look more closely at the original video.
No free-running giant dinosaur robots. Sigh. Still pretty cool, though.
