Perhaps you misjudge things?
After all, the food industry has mastered the art of bulk cooking in either batch or continuous process.
All that is needed is a large enough enclosure and large enough X-Ray projectors. If someone wished to do it, it would be easily acheivable. The product would face the same Luddite reaction as gamma-irradiated food, though and I think THAT is the hurdle, not the technical ability to do this.
Were a "rational" approach taken, then Gamma-irradiation would probably win-out as the cheapest and easiest solution.
