What for?
We need to count how many jets are at the airfield, not the size of the rivets on the wing. My guess is that extremly high resolutions are possible, but not worth the hassle, you're better off putting other capabilities into the bird instead, side-looking, path-ahead and behind, multispectral, stereo, quick response, orbital maneuverability, etc. TB's right, too, the atmosphere limits resolution, and adaptive optics and lasers are a lot of technology bucks which could better spent somewhere else. My guess is the best resolution you'd ever need is about a meter, you'd be better off spending the rest of your budget on more satellites instead.
