It was a report on how the surge was working and forcing the insugents into inadequate and pathetic responses. Those responses are generally unfair, as the insurgents refuse to fight a pitched battle. However, in their desperation occasionally they are attacking isolated combat posts.
No, it really wasn't about that. But maybe others here will get something out of it.
