Syria and Iran want Iraq to devolve into chaos, so they can pick up the pieces. The last thing on Earth they want is a successful democracy next door, particularly one that manages to combine different ethnic groups.
Politicians who think they can fix things by "negotiating" with people who have absolutely nothing to gain by things being fixed are, to put it mildly, naive.
