One would have to understand the times. Anyone capable of rational thinking would agree that it was inconceivable the President of the United States would lie so long, so hard and about so many things. Americans had the idea their President would behave honorable in matters as serious as using force. And so authorized the use of force. (Wonder what would happen if Bush wanted an authorization to use "force" again? That would be cruel Weaker old folks would die laughing.)
And "force" is not necessarily "war". A parent may spank a child (force) but may not kill them (war). A not-to-subtle difference lost on the black-and-white crowd.
What was authorized was the use of force IF the information, IF the bases were true. Not a 5 year losing war based upon fictions and lies.
Obviously.

Ah, but that was before Bush was exposed as a complete liar.
