Dissidents were, for the most part, either dead or exiled. If they weren't dead before our half-assed effort to "support" a revolt after the Gulf War, they sure as hell were dead afterwards.

Iran, believe it or not, is a lot looser (only relatively) than Saddam's Iraq was.
