Consider this...
- In the past NASA went to the Moon on more than one occasion with great enthusiasm shared by the whole world.
- NASA no longer travels to the Moon even though it's the nearest celestial body to planet Earth.
- The Moon is quite safe for human exploration i.e. no excessive radiation, no excessive gravity, no hot boiling liquids or noxious fumes to harm space explorers. Traversing the surface of the Moon is achieved by walking or riding a vehicle. And there hasn't even been one sighting of a monster that attacks and eats astronauts!
- NASA does not promote travel to the Moon by other potential countries that could share the heavy burden of space exploration.
- NASA astronauts are required to take a national security oath and therefore are considered muzzled.
- Billions of people dream of setting foot on the Moon and exploring just like they explore Earth.
In light of these statements one can easily perceive a strong perturbation of an unknown motive or element driving the NASA space program. Let's call this the X factor. The X factor controls the direction of the space program, where astronauts go and who knows what. All tightly controlled.
If applied to the real world, the X factor would radically skew the scenes available in your hypothetical question.

consider the X factor in the real world
