Funding
There are several clubs over here which decided to build an observatory and are associations without profit goals .
The problem is the funding: the local authorities need lots of justifications (paperwork) in order to allow the funding.
My club is far too small for that and we use our own telescopes. We don't have an observatory, but use various places near roads, where we know there's no light pollution nor trafic.
