Good goal. Way too simplistic.

I'm not sure it's possible for an outside entity to transform any religious group into a rational capitalistic and ethical society. I think that evolution has to occur naturally and unfortunately slowly.

History has shown us that trying to accelerate societal evolution seems instead to have the opposite effect. Gene Roddenberry saw that and invented the Prime Directive. Of course we don't have the ability on this Earth to just sit back as innocuous observers and wait for the outcome as an orbiting starship might but we can do one major step and that's to set the best example possible.

The other factor is to contain the side effects of the evolution. Usually, if one is setting the good example (let's take Sweden for instance), those side effects aren't much of a threat. However, if a superpower continually messes with the developing area and exploits it economically or militarily then one can assume a rash of side effects. Once they exist the primary weapon is intelligence. Other than that you're pretty much a sitting duck since containment of ideals and terrorism on a globe of millions of people is pretty much a pipe dream.

I really wish there were a simplistic answer like you imagine but I'm afraid human behavior is not modeled like the hands of a sculptor are capable of. In this case the clay is wet, runny and burns the hands of anyone trying to form it.
