If the Russians took it over, it would be up to them to decide.
I don't believe it because what there is aboard the ISS is not meant for tourists and to change it into a hotel would cost enormously.

If NASA were to act like a commercial company, how would congress react to it? NASA isn't free to do what we'd like it to do.
