Sounds like a crock
One would have to assume that no matter what the amperage output of new solar collectors might be that the power distribution system would contain very effective voltage regulators that would feed any electronic equipment.
I'm sorry but in a constant voltage system, equipment can't suddenly start drawing too much power simply because there's more available. It sounds like the Russians have a problem with the design of their equipment and they're trying to push blame somewhere else.
