Perhaps because it was an unforeseen issue that only showed up in flight, not during ground testing? (An unforeseen issue by Russia or NASA). As most of the problems showed up after the panels were installed, the panels would at first seem the logical cause of them.
Also, for the record, the computers (Data Management System) are European-designed.
