and let's say "hard" scifi.

I think the original ramjet concept has been shot down to a great extent but I have read about the possibility of using fusion rockets that could refuel by using a much smaller scoop to dip into the atmosphere of the gas giants to harvest hydrogen.

Here's where I am not sure whether that is a real possibility or just scifi
