So I signed on to Texas Citizens for Science... and received this reply [partial quote]:

I have been acquainted with Don McLeroy for four years. There is much more on the TCS site about him, but I suppose I will have to write an essay about his appointment as SBOE chair. I have had many conversations with him. Of the experienced radical religious right Republicans on the SB, he was the best choice Perry could have made. The two conservative (i.e. pro-business, social moderates, sensible, etc.) Republicans on the SB would be better, but Perry would not have picked one of them.
