Simply based upon the statement that he was going to try. I'm pretty sure that he would have said he was if he were, or could.

Why would he say he'd try? Knowing it would force defensive measures? Only to scare, or worry.

If he were actually doing it or wanting to do it he would not want defensive measures.

And I believe that if he could do it he would have said he was going to do it, not try to do it.
