My experience with "cyberstalking" is limited, but unfortunately not completely absent... and my guess is the same as yours: the ex-boyfriend is trying to intimidate with empty threats he cannot 'make good on'. If he were capable of doing what he threatens, he wouldn't be threatening, he'd be doing.

However: "Private Eye" should keep a restraining order firmly in mind. Cyberstalkers often are also real-world stalkers.
