There's no question that Tsiolkovskii is the theoretical father of space flight, as Goddard is the practical one, and von Braun the midwife.
One of my more prized possessions is a souvenir pin from Tsiolkovskii's birthplace, traded with a Russian emigre co-worker for some pins from NASA. I've never marked his birthday before, but I'll remember it now.
