Forget liability insurance, Why not just require everyone to have uninsured motorist coverage?

Paying for healthcare will be much more expensive than insuring your car. No one is "forced" to buy auto insurance, you do so simply to be able to drive your car legally. Lower income people who don't pay taxes still receive the benefits provided by government to all people. (In fact, they receive a higher proportion in the form of entitlement programs). How do you "require" the poor to pay for the healthcare? You won't , those that will pay the premium will be "forced" to pick up the tab for those that don't.
