You've hit it. For communities to survive, community has to exist.
One of the distressing things about the current administration and political parties is it's attempt to negate community. The UN and Kyoto are perfect examples of attempts to form a world community to work toward a world solution to a world problem.
Doesn't take many selfish folks to subvert the process.
