The "Little Billy" technique is a time-honored Democratic tradition. Some winsome child is hauled up at a hearing or some other public forum, where he announces that if some massive new government program isn't passed in its entirety, he will surely die!
Doesn't always have to be a kid, either. The "anecdotal victim" routine is often very effective.
Especially when the press doesn't bother to check things out.
