Like most conspiracy ideas, that one falls flat because too damn many people would have to be involved. I have no doubt the lead is really there, but I wonder if it wasn't there more or less all along, and just suddenly everybody is starting to pay attention to it.
The rash of discoveries is most likely due to a simple information cascade (find one bug in a can of beans and suddenly everyone's got their magnifying glasses out), but I wouldn't be surprised if it's being played up to tilt some kind of trade deal issue. Understand, I have seen no evidence for that.
