The Europa mission and Ganymede mission are essentially the same, they just end up orbiting a different satellite. From what I understand the Europa orbiter would also include a grand tour of the Jovian system before settling into orbit around Europa. Thus out of those two mission no question Europa is more interesting than Ganymede.
The Saturn missions seem like they should be consolidated. Why not a few flybys of Enceladaus before going into Titan orbit? Maybe even releasing an orbiter around both? Obviously Titan would get the primary one but why not a short-lived mini orbiter around Enceladaus?
Since it will be 15-20 years at least before the winner reaches it's destination, I say get as much bang for the buck as possible.
