Titan has a lot of scope for straight-forward surface mobility via balloon or rover, but Europa's hostile rad environment makes anything, but a quick visit and/or a burrowing probe, problematic. Plus there's not a lot happening on the surface of interest whereas Titan has a lot of processes worth exploring on the surface.
