Musharaff has been trying to mollify western Pakistan, with the usual results of trying to mollify radical Islamists. The Taliban and al Qaeda have been extending their influence, and consolidating their control of these provinces.

There is probably no alternative other than war. And it's not going to be pretty. Both the Pakistan Army and the Taliban forces have taken huge losses in previous clashes.
