re: I don't think that's what Rice said at all.

Do you know if Canada has had a policy of immediately accepting any person who has a passport or any other forgeable document which claims they are a Canadian?

Or said differently, was this a situation in which America official had a way to quickly [say in within a hour at any time of day] of knowing whether Canada would accept this person or anyone similar to this person. And if so, and this was not due to some error by America official [or some error in the system used] what would the reason this occurred.
And if there was not a quick and reliable system that handled this, would you favor detaining a person until such time as their status can be ascertained [days, weeks, months or however quickly some bureaucracy can act].

I personally don't know all the details of the matter, but if I was a typical liberal I would know everything and be very fast in passing judgments on everyone I *feel* [specifically a tingling in my left nut] that are up to no good. And of course, at same time ignore that fact that Syria was responsible for any of the alleged mistreatment and the Syria is a nation classified by the US as a nation that supports terrorism.
