Oh, perhaps you just don't know the meaning of overturn:

overturn:
Law: To invalidate or reverse (a decision) by legal means

The common usage is:
a. To cause the ruin or destruction of; overthrow.

Considering how often this term is used in politics this must have been a bit confusing for you.
