The SF Bay incident is what we used to call an "accident."
The Bay is chock full of big ships every day, moving around under weather conditions that are often crappy. That this is the first serious spill in 10 years speaks for a spectacular safety record in my opinion. And weirdly enough, after the previous spills, all life in the Bay did not become extinct.
The bizarre need to find a scapegoat for every bad thing that happens nowadays is driving the investigation now. There are no accidents. There are only evil or incompetent people.
