Probably not a conspiracy.

The UN takes a lot of shit. It's a bit like the local school system, expected to provide answers for all community problems most especially by the people who work tirelessly to cut the funding.

In Africa, for instance, sexual mores are much different than western societies. They regard sex much more lightly. Traditionally any children of any relationship are nutured and cared for by the entire village to the risk of an unwanted pregnancy is much less. There is none of the stigma, shame and condemnation which is prevalent in Christian cultures. It is easy to understand how there could be a great resevoir of AIDs, the extent of which could only be estimated.

I suspect that health professionals have to overreact to epidemics rather than underreact. I also suspect that had they underestimated the problem the same people who blame the UN for everything else would be blaming them for that.

I seriously doubt, for instance, that the folks working on AIDs treatment and prevention are making it big. My guess is that Blackwater is making it much bigger, for instance.
