re: Careful.

No kidding. I'd go further, and point out that this is clearly not a real NIE, but something produced entirely for public consumption.

You're right on that. Read carefully, it's mostly gas. However, most declassified NIEs I've read include that process and definition boilerplate up front, so that doesn't necessarily mean anything on its own.

Bowser's already put forward the "walk back the cat" theory down below, and I think there might be something to it.

The neocon jackass on the show with Pat tried to spin it that it was the invasion of Iraq that did it, which seems to be where you're trying to go with it. You're both welcome to argue with the DNI about that.

I don't know about "neocon jackasses," but I do know that the term "international pressure" is pretty vague. Iran is currently thumbing its nose at the U.N., at the European Union, and everyone else regarding its nuclear activities. They seem remarkably resistant to "international pressure."

So you're welcome to point out exactly what "international pressure" took place in 2003 that made Iran suddenly decide it was going to quit trying to develop WMDs (assuming this report is even right about that). It is not unreasonable to think that Saddam changing addresses to a spider hole might have had some small influence. It worked on Libya--Ghadaffi said so himself.

Sure as hell the U.N. didn't scare Iran's pants off and never will. Afraid Occam's Razor might not be on your side on this one.
