Some of what you say
is true but it's also a fact that if the standards were tougher and ordinary citizens weren't allowed to drive huge vehicles around the roads, the crashes that killed people in those smaller lighter cars would have been with other small cars and much less lethal.
I would love for mandates to not be necessary but I'm afraid people are just to greedy here for the market to take care of it. Change basic human values and behavior. Then you might have a case.
