An alternative course
of action would be
1) come up with a CEV for use with existing EELVs and Ariane V
2) Keep shuttle flying until this
3) build the other 2 shuttle derivatives, using existing harware
4) Cut Ares 1 over to an on demand milsat replacement launcher
