IF Bush leaves office, not declaring martial law with the help of the Supreme Court, he will grant what will in effect be a blanket pardon to all in his administration, including him.
The "problem" people may have in accepting them is that when one accepts a pardon one admits wrong-doing, but there may be a sort of "nolo contendere" acceptance - "I am not guilty though I choose not to defend myself" - which is treated as a guilty plea. The Supreme Court will validate any political machinations Bush comes up with in this regard.
