You get leakage of that kind only during a short period of a technological civilization when they're learning to deal with the technology. A superior technology, by nature, leaks as little excess energy as possible. For example, a society that uses only optic fibers for communication would be dead silent from space. Heck, I don't think we even use those high-powered defense radars any more ourselves. The "noisy" window for Earth may already be mostly closed.
