Oh great, where is this "disk management utility" of which you speak?

I just spent an hour paring down my wife's computer so she can do a clean REinstall of Vista. It had become a slug. I whittled away 12 GB just so the fat hog had room to install itself.

No, really- where is the utility? I'm done looking for stuff :[
