re: The Moon as first destination for the Vision

The way I would put it is that NASA purpose should be to explore the Moon with the highest priority of determining whether or not there is minable water on the Moon. And minable water means that a commercial entity could economically extract the water and process it into rocket fuel and sell it at a low price.
It is NOT NASA's purpose to *MAKE* any water found on the Moon minable or to mine it. Except in the sense that finding areas on the moon which are minable, and perhaps demonstrating or proving that the water was indeed fairly easy to do for some commercial entity in a large scale [100 ton or more per year]. Though doing those two things, does in itself do a lot in the direction of MAKING mining water on the Moon possible.
I would say one example of getting bogged down on the Moon would be NASA attempting to become a lunar water mining company or attempting to do what is perceived as not minable water, *making* it minable.

There are many other scientific objectives on the Moon other than determining whether of not there is minable water. These must be managed in terms of priority as one would expect NASA to do so. Some suggestions in terms of these priorities would be gear towards understanding the history of the Moon [and earth and rest of solar system, e.g. having do with lunar impactors and the sun's activity]. And things having to do with possible future exploration and commercial development of Space environment [such as understanding of how to make solar panels from lunar resouces and in that environment].

The scale of this lunar exploration of determining whether there was minable lunar water and the other scientific objectives could get so large as to also fit the definition of "getting bogged on the Moon". And organizationally NASA must keep in mind that it's going to Mars- which DOESN'T mean a huge lunar base and huge Maritian base. And the "building of the bases" mania should MOSTLY be focused towards Mars {where you *really* do need a a fair amount infrastructure [particularly NASA and other nation's space agency's infrastructure] to be successful in terms of being able to explore that planet.}.
